Propaganda maps often use distortions and manipulations of space, to intentionally influence the public opinion on certain issues. In this case, Russia is used to look like an immediate threat, that could "sweep" across Europe and take over at any moment. Although one might not see how this can rally support (if they seem like such a treat) from the public, that is exactly the point. The map is distorted to influence the publics view on Russia negatively, and the amount of threat they pose to democracy. In showing Russia in such a manner, it rallies support for military spending, so that his dangerous force may be stopped.
